This conference is convened as the culminating feedback event for a joint research project titled "A Paradigmatic Shift in Public Service Delivery: Accessible, Inclusive, and Secure Digital Public Infrastructure", implemented by the Indian Council for Research on International Economic Relations (ICRIER) and the University of Queensland (UQ Cyber).

The project is funded by the Department of Foreign Affairs and Trade (DFAT), Australia, under the Australia-India Cyber and Critical Technology Partnership (AICCTP). It examines Digital Public Infrastructure (DPI) as a paradigmatic shift in public service delivery, generating policy-relevant evidence on how DPI can be designed and governed to deliver accessible, inclusive, and secure public services.

The research is structured around two focal use cases: India's Direct Benefit Transfer (DBT) ecosystem and healthcare provisioning through the Ayushman Bharat Digital Mission (ABDM), drawing broader lessons for the Indo-Pacific region. The conference will present preliminary findings from both case studies and seek structured expert feedback ahead of the final report.
