Konno has been appointed a counsellor for critical infrastructure protection group in National center of Incident readiness and Strategy for Cybersecurity (NISC) since July 2022. He graduated from the University of Tokyo with a Bachelor of Economics while passing national examinations of fundamental IT Engineer and systems administrator, and originally started his government career with Ministry of Transport in 1999. As a government official, he experienced various fields of policies related to sea, land air transportation and infrastructures such as shipping, airports, seaports and harbors, logistics industry etc., as well as being assigned to relevant agencies such as Japan Coast Guard, National Police Agency and so forth.

At NISC, Konno has worked on planning and coordinating cross-sectoral policy, cooperating with ministries responsible for critical infrastructure protection under Kishida administration. He also had responsibility for promote implementing necessary measures under “the Cybersecurity Policy for Critical Infrastructure Protection” as a common action plan shared between the government and critical infrastructure operators.
